like the title says, i'm thinking of getting a flash cart for nes and snes.
mainly for testing and for translations of games I have but are beyond my knowledge of the Japanese language (I know some not a whole lot though)
any recommendations?

SD2SNES and Everdrive N8 have you covered.
I'll third that, especially the expensive SNES flash cart just because it is open to be expanded to support even more special chips if the guy ever gets around to it or someone else does it for them. It already handles some of them as it is while others just don't so you lose out even more.
Hmm. I wonder if any one will have any in Portland next weekend
I've got an Everdrive N8, and it's fantastic. Compatibility is really high, save states work with most games I've tried, and it handles FDS games (though the expansion audio channel is a bit goofy sounding). The real draw is of course having access to hacks and homebrew ROMs, but there is something to be said for having nearly every commercial release playable too.
I also have the Everdrive GB, and the compatibility is even higher on that one. Works with GB and GBC ROMs, but the Gameboy Pocket's power supply can't provide enough current to load/flash ROMs. You can play a ROM that's been loaded from another Gameboy (original, Color, or GBA).
And if you're into Atari, the Harmony cart is a must. Works with all but one commercial release, I believe, and any homebrew up to 32 KB.
Any time I've seen Everdrives or similar devices at conventions, they've been marked up at least $20. Just get them from the source.
I actually met and sold a 7800 to the dev (or one of the devs) of the harmony cart last year at PRGE.
I can't see myself spending that much $$$ for an Everdrive, so I ended up getting a cheap Super UFO Pro 8. It's not all that great, but it works fine for action games and shooters. The rest I just play using an emulator on my PC, or the physical carts I already own.
So when it comes to flash carts, the ones made by krikzz are by far the best and most popular. You can get others like the PowerPak, but Krikzz makes the best hardware for this and he spans a long line of flash drives for various systems.
Just do a google search for krikzz and you'll find his main site, where you can buy all the flash carts. They are expensive though, but if you're looking to convert a large library to a single cart with many games on it, then flash carts are wonders.
