    Are NTSC consoles able to work on PAL(Europe) Televisions?

    Pretty much so, yes. Most modern TVs sold in Europe can support NTSC and 60Hz signals through composite and S-video. Though that doesn't make too much difference as usually we run import consoles through RGB where possible, and RGB is a universal picture signal (no PAL or NTSC difference).

    My US SNES, US N64 and Japanese Cube are all RGB running and can play US/Japanese games without problem.
