Also, how tight is the cart supposed to lock in? my game cart is very loose when I try and lock it in, it never really stays in there.

My first thought about your cartridge not locking in was either that you had left the protector on the end or that there was a connector stuck in the slot. There are instructions for getting it out.
The IPD (Inter-Pupillary Distance) and focus controls are also explained in the assembly section. The online store:
http://store.nintendo.com has a Virtual Boy section but the only thing available besides copies of cart manuals is an AC adapter (same as a SNES adapter). However, they don't have the tap for sale anymore so it's kinda worthless.
