Nope. I would say that $40 would be the going rate.

There's been a pretty steep climb in SNES Harvest Moon on Ebay lately. $100.00 is still way too expensive, but $40.00 should probably be considered quite a good deal at the moment. That might change in the short-run, but I think the value will continue to climb.
A sealed copy recently went for over $300.00 while a mint, opened copy went for $125.00 BIN at roughly the same time. I just picked up a minty (except for the slightly worn manual) complete copy for a little over a hundred.
Don't pay $100.00, but don't hold out for $40.00 either. For a loose cart on Ebay, I'd be ready to spend $50-70. If you're willing to spend more, I suggest you just wait for a complete copy since you'd be entering the outskirts of that cost neighborhood anyway.
Is the game worth that much? I just got done playing my copy of Harvest Moon for the SNES. Great game. I'd always meant to play it when it first was released.
The Database says its only $25, but it should be changed, I have seen a few just a few months ago in stores sell for $40 apiece. I've seen them go for lower but also alot higher so $40 would be a good price to list it at.
