Default NES contacts - Missing or never there?

Did some of the original Nintendo games come with missing metal contacts, i.e. produced that way? I already tried looking on Google and on here but couldn't come up with anything I needed, only how to clean original NES contacts. I'm almost 100% sure many games were produced that way, but I've seen a video game retailer recently refuse NES games because they didn't have all the contacts, and just today someone asked me if a particular game had all its contacts. I have a few hundred NES games and they all work with or without the supposed missing contacts.

The pins in the middle of the cartridge go straight to the expansion port on the bottom of toaster NESs. Since the expansion port was never used, Nintendo removed the pins to save money on manufacturing. I believe they started this around 1989, with their "Rev. A" cartridges.
