When the phospher inside the monitor retains the image of the
game screen due to it being "Burnt in" to the phospher.
I don't think this can be fixed either so the monitor is essensially a door stop

burn in is inevitable in any crt display.
unless you are paying a lot of money for a mint style machine, lite burn-in usually isnt that big of a deal...
as long as it doesnt hinder your playing, no need to worry
Burn in is much more common and more likely on mono monitor. Have you seen an old PC monitor with something like C:\> still on the screen even if it's off? Or on early mono Macs a menu bar on top with File, Edit, and such burned in?
My Ripoff arcade has a high score and some triangles burned in.

Whoa last night I went to an arcade and they had this batting game and instead of a monitor it was a huge ass (atleast 50") Toshiba tv is S-Video and stuff and it had burn in...I guess if I waited a day to post this I wouldve found out first hand.
