Strange Pandemonium N-Gage Game Packaging and Manual

I bought a lot of N-Gage Stuff off of Ebay and this game was in the lot. It is the bottom game in the pic compared to another copy I already had. The artwork is different. Also even stranger is that it had a Trilingual manual with the Australian Rating on it however the rating on the case was American but the case and manual artwork both match. The manual has Sample Only Unreviewed content on all of the English pages and where the French and Spanish Language version of the manual would normally be printed it only says Francais and Espanol. Is this something rare and does anyone know why it was done this way?

And that's also the artwork used on promotional cases and what-have-you.

I've got about 6 of the "gold" review copies and some of them have very different artwork from the final releases. I think they have full manuals, though. Great find!!!
