Eternal Champions: What's with the codes?

So last night my friends and I had dug out Eternal Champions for sega CD, and were trying to use the codes to unlock all the hidden characters...and none of the ones listed on gamefaqs worked.

What the heck? We input em on controller two on the final statistics screen, and never got any indicator that it worked. Is there some trick to it, or are those codes wrong, or, what's up?

I believe they work as I was unable to unlock "The Senator" and see the level specific kill for his level.

I'm pretty sure the dog was the only character I couldn't unlock...but I blame that on a controller with a sloppy D-pad.

I unlocked them when I was a kid without using any codes, I didn't even know you could use codes to unlock anybody. Senator's stage fatality is so damn funny.
