Which Regions/countries had Arthur in Soul Calibur

I`ve seen many references to Arthur being used in place of mitsurugi in places where Samurai images are banned, but i can`t find a list of the specific places! Can anyone shed any light on this?

Korea mainly, I'd have thought. Not heard of anywhere else, though that doesn't mean there isn't anywhere else Mitsurugi got canned.

So is it possible to unlock Arthur on DC SC using a cheat device or anything? Or does the data for the character only appear on these 'edited' versions of the game?
