I was just curious if anyone here knows how to do NES or 2600 homebrews. My mom wants to design a Lolo type puzzle game but we're computer-illiterate so we were looking for someone who knows how to program NES or Atari games who would might be willing to undertake the actual programing part.

I'd suggest Gameboy Advance development as graphic production for it is a lot easier than most of the other platforms in my experience.. it's also a current platform so finding a willing coder might not be as difficult.

See, that's why I was asking if anyone here could do it, becaues I have no f'n clue how to do any of this stuff. This isn't 'my baby' anyway, this is my mom's little pet project.

Since doing even simpliest things on the 2600 aren't easy and require a lot of work, you should concentrate on NES help.
