I saw an EEPROM programmer for NES stuff listed in the SELLING forum, and thought i would like to get one and do some custom NES programming. Anyone have a link to where I could buy something like that?

I have also heard of a guy who can program SNES carts, and actually a freind bought one from him but I cant remember his name. Is this possible to do? Id really like to "make" an english version of the DW 5/6 games that were on SNES.

Any inputs would be fantastic!

NES and SNES development is done in a form of Assembly programming language. If you know Assembly, you shouldn't have too much trouble after you learn the hardware, but if not, you're gonna have a slow go at it. Here is a link to a lot of NES dev material

They have a lot of information on learning 6502 Assembly, but it's not as quick or easy to program in like C++, or visual basic. It's a much more rootamentry language.

The SNES is also a type of Assembly, but if you can program on the NES, you'd probably have a good go at the SNES. They also have some links to SNES dev stuff at those links though not as much as for the NES.
