I thought I remembered reading in a old game informer about as year ago that Xbox was going to release Xbox 360 software for consumers to make there own games and possibly share them with other members on xbox live. Does anyone else remember this?

It's called XNA. They currently have it up for download.

yup XNA...it's basically just visual studio C#. you can actually download express versions of the software from microsoft for free, but you can't play it on the 360 without purchasing XNA on the 360. You can basically develop it for windows and without much change, have it ready to play on the 360.
