Why has their not been a new arcade game to be made in recent years. I love the feeling of going to an arcade and feeding quarters into the machine, playing with friends in a game friendly environment, enjoying the sights, the sounds. The arcade is one of the most fun experiences of my life. However, I hate walking into every arcade and seeing the same 4 machines, all from the mid-90's. I want the experience of playing a new arcade game and making new memories.
I know the reason is probably because it's not seen as fiscally responsible to make these kind of machines anymore, and that home consoles are more lucrative, but why can't any venture capitalists pick up the idea. Maybe I can convince some people here to start up a development team for coin-ops. Ha. In my dreams.

New arcade games are made all the time. It's just a matter of what you're looking for. Redemption is pretty much the big money maker in the arcade market, so for every Time Crisis 4, Maximum Tune 3, and beatmaniaIIDX you'll usually see 15 Deal or No Deals or Flaming Fingers (although Flaming Finger is amazing).
It's all a matter of what you're into. I'm a huge music game enthusiast, and run a large website for the genre. As a result, I usually post news of a new version of a music game every few months, either location testing or being released.

While new games aren't being churned out every day (for many of the reasons you mentioned) there are new games being released. Here's a list from KLOV of all the games they have listed from the past 3 years, although this list seems really short.

New games are always being made - the only problem is they're mostly made for the Japanese audience, since the arcade is still allive and well there.
In the US - The arcade is all but dead.
If you ask me - they should start making more arcade games, and make them 'compatible' with home systems. For example - you can play someone online, in the arcade on your 360. Sega tried it with Alien Front Online, but since Sega didn't seem to have an audience at the time, and the idea went nowhere.
The only other possible savior for the US arcade would be Microsoft Surface, if they applied it properly.
