Dumping an SNES beta

I don't remember seeing this anywhere here, so I hope it isn't a repeat.

I know that you can dump an N64 beta using an Action Replay Pro, a serial cable, and a particular program, but, is there any such device/program setup for dumping an SNES beta?
Also, what is the best/cheapest method of playing PAL SNES games on an NTSC machine?
