So, these PS2 discs are development discs? Can they be booted up on an NTSC PS2? Are these just early builds for game journalists to use for reviewing? Or are they development pressings for testing?

These will not boot on a retail unit. If you have a PS2 TEST unit that will work fine for almost all of these. I have a couple PAL discs in there but most are NTSC.

They come from all over. So the answer to the second part is all the above.
