Sega Master System Promo Box Art?

I recently was going through my collection, and noticed these two old games:

I knew they were nothing special, just the same old product display copies.

But then I noticed that those paper slips the game names were written on had something on the back side. I pulled them out and found this:

It is hard to tell in this picture, but these appear to be some sort of mock up of the box art. The pictures are all cut out, and glued into place.

You can see here where I slid a card under where the picture was peeling up. The picture of Walter Payton is actually cut out of a real photo.

Has anyone ever seen this before? I did not see it on any rarity guide.

Wow, that's quite the find. If those are prototypes for the actual cover pressings, then they could be worth a lot of cash. What kind of material is the Payton photo? Is it a thick glossy photo, or perhaps just another cut out of a different Payton game? What about Time Soldiers...that art looks a little more rough than usual, is that glued on as well? Are the main photos the only thing glued on, or are things like the ACTION genre and title also put on there?

The "Walter Payton Football" background has the Sports genre printed on it, along with the words "SEGA" and "Walter Payton Football", and the crosshatch background. The background is made of thicker paper than usual, and you can feel that the printing on it is raised. It almost feels like it was printed with a thermal transfer printer.

The green striped box is actually made of two layers. First there is a large white square and then green stripes are glued on. It is maybe made of thick construction paper or something. The photo of Walter Payton is glued on top of that, and is definitely a glossy photo.

"Time Soldiers" is similar, with the thick background with raised printing. The art is one big cut out piece, and is glued in place. The black lines on the box art also feel raised, similar to the background.

If you look behind all the glued on stuff, you see a blank crosshatch pattern on both games.
