Hi whats the differences between sega rally championship and sega rally championship plus?
I just want to buy the best version of this game sometime for my jap console and don't want to make any mistakes if any version is different.

From what I can tell, it is the netlink edition. It is probably the latest revision of the arcade title as well.

Spoon is mostly correct here. The "Plus" edition is just the Japanese version of the Netlink edition. That said, the real "Plus" of this edition is full support for the Analog 3D Controller. It is read as a steering wheel in the original US, Eu & Jp versions, and is usable, but in a severely handicapped manner (too sensitive, no analog trigger support for accel. and brake).
The original US version is the "worst" of the group, as it was rushed for the Christmas season and lacks some minute graphical additions and tweaks which found their way into all of the later versions. The most noticeable difference is an additional mountain in the background during the forest stage (at the big hairpin) that was present in the arcade version, but left out of the US rev. Not Earth-shattering, but closer to the real thing.
The best Sega Rally on the Saturn is either the US Netlink or Jp Plus versions due mostly to the 3D Controller support, but you can't go wrong with any of them as the digital controls are expertly programmed. It all comes down to what you want to pay. The Jp Plus edition runs cheaper than the US Netlink version.
If you are a diehard Sega Rally fan though, you need to get the Jp PS2 Sega Rally Championship 1995 bonus disc that was packaged with the abysmal Sega Rally 2006 (It is playable, but nothing to write home about). It is very, very close to the arcade graphically (as expected) and has buttery analog control that eclipses the Saturn versions, even with the 3D Pad. It also runs at a steady 60 fps, as opposed to 30 fps on the Saturn. which makes a big difference (to me at least). Of course, playing imports on a PS2 is still a rather costly endeavor.

I was just browsing Play Asia the other day and they've got this set for $15. I've got a backup copy of the game but I think I'm going to order it anyway just because it's that great. Even works with the Logitech wheel too!

Holy shit, that's totally worth it for original Sega Rally alone. Sega Rally 2006 is passable, but it doesn't even hold a candle to the fantastic Sega Rally Revo. Being able to play the arcade version of the first Sega Rally with a Logitech USB wheel is definitely the highlight of the bundle, though, and a must for any Sega fan.

I totally forgot to mention the USB wheel support for the Sega Rally 1995. It is indeed spectacular with the force feedback wheel. For $15 it can't be beat.

I also bought the JPN Sega Rally 2006 w/Sega Rally 1995 bonus pack from play-asia.com, but I believe I would need a JPN PS2 in order to play it.

You would indeed. A chipped PS2 would also suffice.
