Umm... I don't have All-Star 2004 (I have 2003), but unless the "retro" players include ones that retired two years ago, I'd highly doubt McGwire is in the game. They'd have to pay him personally to be in it, not just the blanket MLBPA.
McGwire isn't even appearing much in public, let alone videogames and trading cards.
