I believe the actual data in the carts is identical, and the only differences are the packaging. However, when you play on a different system, the different region of the BIOS can cause changes. Japanese BIOS will have the games be uncensored and in Japanese. American will be more censored and in English. European is in English, with less censoring than America.

The only difference is the shade of the packaging and even then, only on certain earlier games. Many of the later English version games were done in one universal English version for the European, American and Asian market.
