I bought a 2.0 or 3.0 some time ago, for use on my computer with stepmania.
Now I'm thinking about picking up a DDR game for the 360, but can I use that pad with it? It has USB. And if not, is the pad that comes with DDR Universe any good?

It won't work. You need to buy the Universe bundle or get one of the 3rd party pads. There's also the XFPS controller adapter, but those cost $80 last time I checked and you still need a wired 360 controller to use it.
I haven't tried the Universe pad yet but looks exactly all the other cheapo Konami soft pads. They're okay for light use, but don't expect it to work for more than a couple weeks if you're playing Heavy songs.

Thanks for the help.
Damn, I want the reason I suck at DDR to be the fact that i'm not good at the game, not the pad slipping everywhere. Maybe I'll just stick to Stepmania for now.

Yeah, I know how you feel. It's a real waste that they've got the the Universe series on 360 but the only way to play it is with those shitty soft pads. It's the only reason why I won't play it. I tried, but I can't go back to soft pads after getting a Cobalt Flux.
Stepmania is the way to go though. Hopefully someone is working on a Universe 1 & 2 song pack for it.
