picture problems

so i got this picture, paid via paypal. it came in the mail. He sent what i am pretty sure is a inkjet printed blown up picture of some old 4x6 or whatever. it is horribly pixelated. do it looks like a crap job of blowing it up after scanning it or something.

anyways should i request the original and call him out on the fake. or ask for a refund, send it back or last resort reverse paypal charges.

i am annoyed for $30

Not to mention the seller promised a great looking photo when you say it looks horrible. If the seller refuses and the seller didn't use any tracking on the package, you may have an easy time getting Paypal chargeback.
