It looks like a headphone jack... what can I get to hook standard RCA cables to it?

A cable that does exactly what you describe, usually used for most camcorders. It's the headphone type minijack on one end and standard RCA cables on the other (both in Ye/Wh and Ye/Wh/Re flavors - sometimes also only Wh/Re but one will work as video). Radio Shack, any audio / video store, even your local drug store in the photo section may have the cable.
Of course, that's unless it's some screwy proprietary crap but I seriously doubt it.

I've seen the ones for camcorders but they are usally the mini headphone jack like on a cellphone. This is a standard headphone jack... unless camcorders use both types on different models.

Exactly what I described (http://www.installer.com/photos/ipod-rca.jpg). It's 1/8th inch, which is the standard for this application. I think what you were talking about is 3/32.

I didn't remember that the tuner had an input.
There are two 1/8" jacks on the upper sides of the GG TV tuner: one for RF and one for composite inputs. It's an either/or situation as plugging anything into the composite side will instantly disable TV tuning.
Ironically, I got both types of compatible cables for use with this peripheral bundled with a GBA TV tuner I once bought new. The GBA tuner was stolen but I still have the input cables so now they're kept in the GG bag.

I think this jack was put there intentionally to use the GG as a monitor for a camcorder back in the day when you had to look through the eyepiece.
