When my PS2 is connected to the TV, without the ethernet jack, all is good. When I plug in the ethernet cable, which is routed through the walls where it connects to a Cisco Catalyst 2900 series switch in another room, the TV gets small "moving bands" on the screen.. The tint of the picture changes slightly too..

Using Component video cables.

What can cause that? I don't see how ETHERNET affects video out.

Does the TV also have a cable or other video input connected? Disconnect those and just check the PS2 with Ethernet connected/disconnected. If the problem goes away you have a ground loop issue. The video ground from the external video source (probably cable system) and the Ethernet port ground are not at the same potential. The PS2's isolated via the external power supply and the Ethernet port introduces a "real" Earth ground via the Cisco switch. I'm guessing the Cisco switch is an industrial rack mount version that uses a true Earth ground 3 prong plug.

Yes, it has a real ground, it's a rackmount..

I have a loooooot of other devices connected, two switchers total. And I need every one of them..

Perhaps a wireless bridge could help me.

Yup, wireless bridge or a Coax isolator.

Coax isolator might not work with my cable system..

It needs to be able to receive, AND transmit. High def digital stuff.

Does the video clean up if ONLY the PS2 A/V inputs are connected and Ethernet plugged in?

Nope, just tried... It's an issue with the Cisco..

Odd though that my HTPC, which is connected to the same cisco switch, does NOT have this issue.. even tried swapping ethernet cables.
