Is there a reason why the battery in the PSP powers down even when the system is off? Seems like this thing uses battery power like crazy.

if you just flick the power switch to turn it off, it goes into sleep mode. To shut down the psp completely, slide the power switch and hold in the up position until it turns off completely.

Oh, another trick I use to conserve battery is to keep the backlight turned off. I've doubled the use of my battery with this method.

Even when I have the whole system turned off, it loses power as well.

That's strange ... are you using the official PSP battery, or some type of 3rd party battery?
A PSP in full powered-down mode will slowly discharge it's battery, but it usually takes the course of a few days to a week.
There's a possibility that your PSP may need a replacement battery if on a full charge the unit discharges completely with a full power-down in any less than a few days.

It's an official battery that came with my PSP Slim unit.
A PSP in full powered-down mode will slowly discharge it's battery, but it usually takes the course of a few days to a week.
And that seems the most likely theory right there.
