Well the 32x uses the same cables as the model 2 Mega Drive. Look around for online used game stores based in the UK/EU. Be prepared to be raped once on the exchange rate, and again on shipping. I've purchased from Console Passion (http://www.consolepassion.co.uk/retro-games-and-consoles.htm) before, and they're okay. A bit pricey though -- they charge £15 a piece for those SCART leads.

Only option to paying a fair bit for one is to use an old one you have lying about and find the pinout (from internet), open the casing and solder wires to the contact traces to your cables. Make sure you secure the cables in place on the contact traces with hot glue or similar so the wires don't break free and short somewhere.
Only other option is e-bay for a cable.
