Help me remember the name of this game

I remember an arcade game that played similar to the style of dragons lair or space ace - where you had to make correct moves as the cartoon played on the screen. The game was done in typical japanese cartoon art like speed racer style. I remember a scene with a helicopter shooting at a car , the car goes off a cliff, I think you could grab the rope from a helicopter before the car went off the cliff. I know this is a very vague description

I wish I could remember more, but I was little. I believe this came out before dragons lair.

The helicopter and car are all I can remember. Anyone have any ideas?

anyone know if this can be played on a pc maybe with an emulator? according to klov.com this game is very rare. Still I remember my brother was pretty good at it.
