This system is in like new condition nothing wrong with it but.... IT DOESNT WORK. I might be fixable but who knows,
Friend is selling it for $135, good price or no?

I hate to break it to you but if it doesn't work... then there IS 'something' wrong with it.
Unless you have an idea as to whats wrong with it 135 is just a TAD bit steep when people buy working (and in many cases working modded) systems for just a bit more than that.

I have bought 2 working US unboxed Neo's in the past for about $100 each. I wouldnt pay if its broken, may be $20 for the shell if its in nice condition.

Unless you know somebody that will fix whatever is "wrong" with it for free, the total cost is going to be $135 + whatever it costs to fix ...
... I recently purchased a Famicom Disk System, and the total cost of the unit which was described as "untested" was about $32.
I had expected that it would likely require repairs and bought it with the expectations of spending more money ... a replacement drive belt (which is en-route) cost me about $20 ... and if that doesn't work, I'll likely have to pay somebody to take a further look at it.
Since most "refurbished" Fami Disk Systems run about $70 to $100, I took a minor gamble that the "untested" unit unit would be a "working" one, but already had my costs and what I was willing to spend all worked out before I made the initial purchase, and I'm still under "typical" pricing on the units.
I think step one for this Neo Geo is full-on diagnosis of what is broken and the cost of replacement parts/potential repairs.

$135 is far too much for a broken AES.
AES systems are the same JPN/USA, and working ones with mods cost about 150-175. I would pass.
