I got a Pole Position not too long ago, and it didn't turn on at all. It now turns on, and the screen lights up, but no picture on the screen. I have been looking at buying a new PCB board, but before I do I want to make sure it couldn't be anything simpler and less expensive before I buy a different board. Any ideas?

Games don't just fix themselves; if it didn't turn on before and it turns on now, you've got something weird going on -- loose wires, at least. The problem you described (screen lights up but no video) doesn't necessarily mean bad board (although from what I've read, every Pole Position ends up being a bad board, sooner or later). What you've described could also be a bad monitor, bad wiring, bad board, bad power supply ... lots of things.
