I'm also unfamiliar with the legalities behind it but from the discription it doesn't appear to be something acceptable here. It is a digital reproduction on CD without the ownership of the actual game and playable on your VCS. Last I recall you cannot buy, sell, trade, or distribute published Dreamcast games as digital images on this website, which is similar.

Last I recall you cannot buy, sell, trade, or distribute published Dreamcast games as digital images on this website, which is similar.

But it's not a Dreamcast game. It's for the Atari 2600 Supercharger.
