Okay, I was looking up Q*Bert Qubes on Ebay, and there's this manual:

short link (http://cgi.ebay.com/Q-Berts-QUBES-Manual-ColecoVision-C-64-Qbert-RULES_W0QQitemZ280217286958QQihZ018QQcategoryZ3538 QQssPageNameZWDVWQQrdZ1QQcmdZViewItem)

Manual says it's for C64, Atari 8-Bit, and CV; my own CV Qubes is loose, so I've never gotten a manual; is this just a normal CV Qubes manual?

Yes, they were all printed like that as a cost-cutting measure. There were A8/C64 versions of Qubes in development, but they were never released.

Probably... it says Super Cobra was out on Vic20 in another.

Indeed...along with Atari 2600 & ColecoVision Circus Charlie (C64 version was picked up and released by Konami).

I have it on good authority that A8/C64 Qubes and VCS/CV Circus Charlie were finished (or very close). I have no idea what happened to Hulk...no one seems to know anything about that game.
