Got this cable in a pile of miscellaneous electronics today.

It's an official sony brand, gold plated.

I've never seen one before and I can't seem to find any info on it.
Is it for some obsolete hidef sony tv or something?

Something relatively modern, as it's got the silver based pins that Sony has only been using since the "PSP Slim" video cables sets.

Could it be a PS2 video out for Euro/PAL SCART TVs?

It's Japanese and called D-Terminal. It's component delivered by a different style connector, easier than three RCA cables.
