There was no promo disc that doled out a legitimate Celebi in the USA. The only way to have gotten one of these in this country was to get the 10 ANIV ones they distributed to US GBA cartridges a few years ago.

The promo disc that came out in Japan with Pokemon: Colosseum (not the Jirachi: Wish Maker movie) would give one Celebi to Pokemon: Colosseum. It would only do this for a Japanese Colosseum save game that had been totally completed (viz., had caught all 48 shadow Pokemon) and had not already received it. It wasn't quite as easy to get an unlimited supply of these, apart from backing up the GCN memory card with a completed Japanese save prior to getting the Celebi and re-loading the memory card with it to get multiple Celebis. That Celebi has the trainer name "Agateo" and was lvl 30.

Even so, you'd need a Japanese GCN + Colosseum, the Japanese bonus disc (an easy $200 right there), and probably a Japanese GBA Pokemon cartridge to trade it to (unless you can trade with US GBA carts from the Japanese GCN) and from there to a US cartridge.

Someone has altered the current Wonder Card system to have a Wonder Card that gives you a "10 ANIV" Celebi, but this is a hacked and not-legitimate event. Rest assured that with HG/SS there will be a Celebi Wonder Card event; the Wonder Card files for this should be available online, thus making it re-distributable in perpetuity, like the other Wonder Card events. There are several in-game things hard-coded into HG/SS that require various promo Pokemon, and one of those requires a particular type of Celebi.

The other hard-coded events are or have already been distributed: the shiny Pichu, the Arceus, and the Jirachi that is currently out. If you got those from recent promos, you should send them over to your HG/SS games.

With a Celebi Wonder Card event, all promotional Pokemon from the Nintendo DS generation will be available in the future, unlike in the GBA generation, where only the Jirachi (for the US) and the Celebi (for Japan) promo characters can still be received at this date (meaning Mew and Deoxys are no longer available whatsoever, anywhere, for your GBA games, apart from cheating).
