GTA: SA triathlon races help

I'm trying to start up the first triathlon race (Santa Maria Beach). I'm going there on the right days (Sat and Sundays) and I cannot start the race, no matter the time of day. Game keeps saying the chicken guy isn't ready. Is there something I'm not doing right?

The only thing I could think of is that it might have sort of stamina requirement.

You also need to have all of the cities unlocked.
