NES toploader A/V mod

Does the A/V mod TRULY provide better picture and audio quality?

Or does it just ground the current modulator out to A/V jacks?

When the NES Top Loader A/V mod is done correctly, the picture and Audio can TRULY be better....
All of what the Modulator can do,is provide noise to the mod..
