Okay, so it's not the Jaguar, just Cybermorph, as Doom and AVP booted up just fine.

Hm.... I'll try cleaning the cart again, see if that does anything. Still nothing. What do you guys think?

Probably just a dirty dirty cart, you could open it up and see if there are any broken solder points on the cart's board.
