I sold a Tom Brady rookie card on ebay.

The buyer paid almost immediately with Paypal. I shipped the item out the next day. The buyer did not purchase insurance. I paid for delivery confirmation.
USPS shows it was delivered on May 31st. The buyer is claiming he never received it. I verified the address I sent it to.
He has now out in a claim that he has not received anything. I have emailed him thru paypal and regular email very nicely and asked him if another person in his house may have it.
What is the next step? It now shows a debt amount for the total cost of the card on my paypal account.

Give Paypal the tracking info and they will give you your money back and cancel his claim.

On a side note ..... WTF why didn't you REQUIRE insurance on that ????

Wowie! A $1,700 item and you charged $5 for shipping? In a situation like this Market Man would fly in the face of conventional wisdom and upgrade service to USPS overnight and full insured value, on the seller's dime! Because the relative cost is a pittance, and a pittance for peace of mind is priceless!
You have a lot to learn son, but since I pity you so much, here's a hug for your troubles!

I'm a little surprise Paypal hasn't asked for information from you, namely the delivery confirmation number for the address you shipped to. As I understand their policy, if you have that you should be protected (assuming the buyer had a confirmed address).

Looking back at it, I should have charged more for shipping, but it costs $5 for priority and I was thinking before I listed the item, what person would not pay for insurance. Well, now I know.

Sweet I just posted it to paypal. Do I just post it to paypal or do I have to call them?
His address was confirmed on paypal too.

You should just have to respond to the paypal claim. It'll probally take a few days for them to get back to you. If you have a number to call them with you might as well do that too...If you have the tracking number then you should be ok.

Insurance would of been advisable, but more importantly, please tell us you purchased signature conformation. On orders over 250.00 you need delivery conformation AND a signature. That would be a brutal way to let about that, so hopefully you did.

Exactly, hopefully you did put signature confirmation on it. As long as you did that and followed the SPP your covered, that is unless he claimed SNAD, but from what you said, it looks as though he claiming non-delivery.

You are lucky he is claiming "item not received" (INR) rather than "item significantly not as described" (ISNAD).
On an INR claim, the seller need only provide tracking info to confirm that the item was delivered to prevail. However, you should always require a signature delivery when sending large value items.
On an ISNAD claim, there is almost no way the seller can prevail. All the buyer needs to claim is that the seller misrepresented the details about the item. Since paypal can neither confirm nor deny the claim, they will usually rule with the buyer, tell him to send the item back, and give him a refund. The problem is that a scammer could choose to send an item of lesser value back and still get a refund.
On a future note, I hope you learned lessons from this:
1. Only ship to a paypal confirmed address.
2. Always require shipping insurance on large value shipments.
3. Always require a signature on large value shipments.

That's not really true anymore.
Paypal requires the buyer to get a signed letter from a "reputable source" that the item is not as described. Meaning if it is a video game then you have to take it to a reseller and get the manager to verify it is "not as described".
And most buyers aren't going to do this.

I entered the DC number on paypal and posted on paypal that I can provide scans of the receipt and DC slip.
The buyer also admits this "ok not sure what happen the post office said it was sent to me and the mailman said it was not left at my address. I was away for a week so it was on hold. Was it mailed back to you?" And it was not mailed back to me.
Thanks for the help guys! I am worried sick about this. I sold this for a friend as a favor cause he was short on cash.

Since you don't strictly qualify for PayPal's Seller Protection Policy for the amount over 250 (no signature confirmation), it is definitely in your interest to get the buyer to drop it. Turning it over to paypal at this point might not get a result in your favor. I don't know if they do this, but I'd guess they might only back you up to the 250 dollar limit that DC covers.

You absolutely do NOT want to escalate the dispute. You will lose, for the lack of Signature Confirmation reasons everyone else mentioned.
The situation sounds really fishy, to be honest. If the buyer were away for a week and filled out the proper form, the mail simply would be held at the post office. Nothing would be sent back.
As bad as it sounds, there's a decent chance that the buyer has the item, knows the Signature Confirmation rules and is just trying to score a free valuable Brady card. He sells too, and says "Shipping fee's include signature confirmation on all items ending over $200."
Personally, I'd call his post office first thing tomorrow to find out the real story. Ask to speak to the postmaster or a high supervisor and have the DC number ready. Don't necessarily rely on the buyer's story, which may or may not be true.

Do not wait for paypal to ask for the scan, just give it to them.

You can add the DC number to the transaction if you haven't done so already (definitely recommended), but you can't add any scans or other information until the dispute has been escalated. Right now, Paypal's not involved; it's just between buyer and seller.
