Formula One: Built to Win [Archive] - Retrogaming Roundtable

Does anyone know who actually developed Formula One: Built to Win for the NES? Seta is the publisher and is oftentimes credited with being the developer. However, Winky Soft has been credited as well. The manual and the packaging (not to mention the game itself) don't say.
