In Europe I find many carts that have FRA on the label.
I know that this does not mean that it is a French cart but can anybody tell me what it does mean?

If you're talking about the serial number (like NES-SM-FRA), then it DOES mean France. Not necessarily that the game itself uses the French language, but that it was meant for sale in France. Here in Canada, we get cartridges with "-CAN" serial numbers, but most of them are "-USA".

Basically, what Ze_ro said is correct.
The letters represent the countries that they are to be sold in. It is for inventory purposes.
