Loose systems?

When the Online Rarity Guide says that a loose NES is worth $25, does that mean just the system itself, or the system with all of the cords and one controller?

I have always taken it as the system and all that was needed to play the system, minus the box and paperwork that came with them.

System Only, not loose, is what most of us call just the system without cords.
