Dirty cart is the #1 cause. Open it up and clean the card edge with a pink pencil eraser.

If that's not it, look down in the cart slot with a penlight and a magnifying glass to see if there is any junk down in there.

Beyond that, the most likely suspect is a flaky PLA chip.

Do the freezes happen only with cartridge games? Because that would be weird.

Do you have a breadbox C64 with the old-style PSU? The original PSUs apparently are kind of flaky and I'd blame it before I blamed anything else.

See if you can get a different power supply, then. There's a very good chance that it could fix the problem.

Also, the memory chips in old breadbox C64s tend to fail. One of the reasons I love my C128 is the RF shield was designed to remove heat from all the chips while the C64's are just chips out in the open. If you do have to replace the RAM, make sure to add sockets because the RAM is soldered right to the board and one day you might need to replace them again. You'll have to open it up anyway.

I've had a few computers and consoles come from so apparently really nasty houses. Bugs, spilled drinks, you name it. Cleaning out that crud has solved more then half my console lockup issues.
