That's pretty cool. This might be the only way to get me to play PC games! Why are you ashamed for the people involved, is there something illegal about it? Looks shady but I'm not sure why it would be, necessarily - if any Joe Shmoe can make a PC compatible computer, why not a PC game compatible console?

Nothing illegal about it -- there are just so many fundamental differences between the PC-game aesthetic and the console-game aesthetic, not to mention the resolution issues (most TVs can't handle more than 640 x 480, and most modern PC games are designed for at least twice that), and the guaranteed incompatibility issues (this is PC technology, after all!), and the control issues (most PC games use mouse/keyboard), and the fact that the PC-game industry is in the toilet (videogamers are getting all the best stuff anyway), and the fact that we already have a PC/console called the Xbox. I just can't see a market for this at all. (Mainstream market, that is.)
And I know I'm hopelessly jaded by slick A/V presentations, but any website with a PowerPoint presentation (!!) on it just screams "fly-by-night organization."

Has pretty cool case at least. Mini-ITX motherboard probably, laptop HD and Cd-Rom and you're set. Seems an awfull lot like one those ideas you get in High School though.

the stats says DAZZLING Geforce 4 TI GRAPHICS! but there is a GF 3 logo next to it :-D

My guess is it's actually someones school project. Looks a LOT more like a mid-term than a real console :)
