I'm sorry, but not listing prices and then saying "do not send me low ball offers" is utter BS. Whoever moves first always has a disadvantage in negotiation, and a below-market offer is not unreasonable in light of that fact.

Edit: Not saying it should be accepted, but just saying it's reasonable to offer below-market.
