In Street Fighter 2, Chun Li can do an Upsidedown Helicopter Kick. What does she say when she is doing this move? It sounds like she's speaking japanese.

Damn, I thought I was the only person who still said "helicopter kick". And the heel kick was the "pogo stick" and Guile's flash kick was the "rainbow kick". And I remember when Ryu's dragon punch was "Sheng Long".
And back when SF2 was dominating the arcades, I specifically remember EGM telling us that Chun Li said "hau do chi" for the helicopter kick. Of course you can certainly make out "spinning bird kick". I always wondered why she spoke English for that one.

Next to Kikoken (her prejectile) and Hyakuretsu Kyaku (lightning kick) Spinning Bird Kick seems out of place. You can hear it though.

Yes it's most definitely "spinning bird kick", I think this is even the proper name for that particular move.
Now lets try to figure out what Raiden says when doing his "flying torpedo" move in MK1.

Back in the day I used to think she said "Me-Chun-Li". I still like saying that too.
I forgot what Raiden said but it was actually some Tiawanese dialect an it basically translated to the "terrorist are going to attack the twin towers". Made no sense then but now it makes total sense.

Kind of off topic, and a tad dumb, but when I used to play street fighter with my friend, and my older brother would be in the room (his name is Joe) we'd get dhalsim and then start doing his moves which kind of sounded like "Joe got fired" and "Joe got blamed"
We came up with a "hilarious" routine:
One of us: What happened to Joe?
Dhalsim: Joe got fired!
One of us: Why?!
Dhalsim: Joe got blamed.
It certainly was kind of chuckle-worthy back then. Man how stupid we were.

I'm surprised no one has brought up the infamous Mai Shiranui win phrase 'Nippon Ichi' heard by westerners as 'Me bouncy'. Wonder if it works both ways? Like a Japanese kid playing Soul Calibur as or against Sophitia would hear her say "I'm sorry!' and think she said Inu Sore! (literal - That Dog!) A chick kicking a guy in the junk and exclaiming 'That Dog!' (or so they think) would be completely understandable to me. LOL
With Spinning Bird Kick you almost have to wonder if you're hearing it right or just they way you want to. Gamers could be conditioned to just write off what they hear as english after so many times being completely wrong.

I do this kind of stuff all the time, even when it's not really very funny, or if I know what they're saying from my limited Japanese knowledge...
Though in SFIII: 2nd Impact, the English in that is so awkward, I swear Hugo says I'M A MOUNTAIN instead of HAMMER MOUNTAIN which makes...even less sense, actually. I do a lot of 3rd strike ones because I play it the most, but since it's not as well-known I won't bore you
My favorite corruption of Tatusmaki-Senpuu-Kyaku was someone on youtube calling it "The pipes are brrroken!"

I have a buddy that tried to tell us that he got some kind of inside information about the production of Street Fighter II. He said originally the developers had intended Ryu and Ken to say "All You Can!" when they pull a Dragon Punch. I wish you could have seen how serious he was, even when I laughed in his face he insisted he was right and became insulted that we would question him.
He went on to explain that the sound technology at the time was so poor that "All You Can" souned like "SHAR YOO KIN" that they covered it up by saying it was actually "Shouryuken".
