Accessing European PSN from a US PS3?

Is this possible? I did a forum search and didn't turn up any helpful information, I'm hoping to download GTI Club+ which I don't think will see a North American release.

You can do it, I have my main US account as well as one for the Japan and UK PSN stores. Just change the country you live in to the store you want to access when you sign up for a new PSN account.
