It's kinda a long problem and i almost gave up. Looks like i need to find where the hell is this guy and who he is..
I purchased a Heroes of Might and Magic Complete Collection for PC about half year ago from this person:

Simon Mercer
37 charminster avenue
Bournemouth, Dorset Bournemouth
United Kingdom

http://myworld.ebay.com/binkybournemouth

It costed me about 100$.
I never recieved the item.

after a month i got this:

"
Hiya

Oh dear, I am sorry you haven’t received it yet. Im surprised as it was ages
ok. Unfortunately I am away on work and am currently on a train on the way
to Scotland for the next week. I will get back to you with the information
as soon as I return if that is ok with you – I do have postal tracking
numbers for the UK to point of exit, I just don’t have them to hand!

Apologies again and I promise to get back to you as soon as I return next
weekend.

Many thanks
Simon
"

bullshit...

next week:

"Hi THERE

Yes – and now I know what is wrong! It is stuck at HMRC in Portsmouth,
apparently I put the wrong postage cost on it, so much for paypal – I have
requested the item be returned to me at my home address and then I will send
it out via UPS or special mail so it reaches you in the quickest possible
time.

I trust this is satisfactory and you can hang on. I will send you a cheque
for 5 pounds as well as a gesture of good will for your patience at this
time"

and then

"I know...i have never sent mail that far so before and didn’t know things
like this could happen!

I will put a partial refund on once I am home, im at a friends at the moment
so will do it later on.

Again, please accept my apologies and rest assured I will send it as soon as
it arrives back to me - which I am hoping will be the early part of this
week.

I will let you know how/when and give you the tracking number from the start
this time so you can watch where it goes too!
"

about two weeks later:

"Hiya

Sorry for the delay - I have been away on business again, and in 2 weeks am
due for surgery as I have a tumour on my face.

The good news is that the parcel has been returned - its in Poole awaiting
collection.I will arrange for this to be picked up Monday. I will then start
the process again and send it out to you.

In the meantime, I haven’t yet given you a small partial refund as I don’t
know how to - do you know how to do this ? If so, I can do it, but it wont
be done until Thursday as I am going for scans etc on Tuesday and Wednesday
- Monday is already looking rather hectic for me!

Ok - hope thats all satisfactory -and sorry again its taking so long,
nothing more annoying when you have to wait for things to arrive. Hopefully
this time it will all go smoothly!

Kindest regards

Simon Mercer"

about two months since purchase

"Hi Mate

Well, by now I expect you must be furious ! Thank you for your patience. I
went into hospital for some pre-admission checks prior to my operation next
week and ended up staying in for 3 days! Just got around to looking at
email, though I have to say whilst laying there I thought about you and
thought "OH MY DAYS! HURRY UP!"

Any how - it is now wrapped and either today (its POURING with rain and I
don’t drive) or if all else fails MONDAY it will be sent out. Once back, I
will give you the numbers.

I have decided to give you a 15.00 refund now as it is such a long wait, and
you have been very patient. I will arrange to do this at the same time I
dispatch it. It is very well packed and all clearly marked this time (it was
last time really) so I am very hopeful you will receive it soon.

Just wanted to say thank you for the patience here. Its a bit of a tough
time with the operation looming and so sudden - forgive me if I don’t reply
next week from Wednesday onwards as I am in hospital from then.

Any how - fingers crossed and you will receive it soon.

Kindest Regards

Simon"

and this one in OCTOBER (like... 3 months later)

"Hi Mate

Im sorry for the LONG delay - had to go back into hospital as major surgery required orally and have not been online or doing anything admin wise for weeks. Out of hospital for 3 days now and just got your message.

Its still here by the looks of things - my partner was meant to have sent it for me but it appears he has not - I assumed he would have done hence the previous conversation. Top tip, never assume!

I will take it myself to the post office tomorrow and will now, as a gesture of good will refund 50% to your account.

Im sorry this transaction hasnt been smooth. It would appear that oral cancers are often not diagnosed correctly and it has been a nightmare, though this should not have impacted on you. Please accept my apologies and expect the 50% return by the end of the week.

Regards

Simon"

and the final one in NOVEMBER:

"Hiya

Sorry for the delay in replying – poorly boy again – however, it has been
sent, about 14 days now ?

Hope all is well – Im not around now until 1st December as going for
training for 2 weeks – I trust it will arrive by then! I have forgotten to
do your credit, I will sort that as promised asap.

Cheers buddy
Simon"

cheers buddy. Go fuck yourself lazy asshole. And give me my money back cause i never got anything.
Any opinions? Can somebody call this dude and find out WTF is goin on?? Is he dead?
I never got any refunds from him nor the item itself.

In my experience, Royal Mail is one of the worst international postal services ... i try to avoid UK because i had 2 packages ("signed for" service) that arrived after 5 MONTHS of shipping date.

Hope you can get your game and curse the seller.

Hey, he sure is using many of the "classic" excuses!

Expect one in which he says he died and returned weeks later as a zombie.

Yup, our Royal Mail service is absoluyte crap (and a rip off might I add)
It used to be pretty good, but there has been alot of upset within the service over the last few years

Why didnt you open a pp dispute before your 45 days was up, or did you pay by some other means.

I just read up on Royal Mail on Wikipedia.

The next time I complain about Mexico's post office, remind me of Royal Mail. At least OUR postal workers aren't as bad as them. :(

Have you tried contacting him again?

He ripped you off, there is no doubt about that. Still, a good scare might help...

I wrote him today. I told him i will report him to ebay. Also i contacted my bank, it looks like there is a way to force his bank to chargeback money.
If it won't scare him - i will have to ask someone tough enough to call him in UK and ask him several questions.

He does not respond.

how can i report a user?

Here's the E-bay resolution center:

http://resolutioncenter.ebay.com/

Here is a site that helped me out before:

http://www.ic3.gov/default.aspx

It's the FBI's internet crime complaint center. They have international offices aswell so they might be able to help you out. Generally, they will report your case and all the info to the proper authorities in the area.

Crazy ... Did you get the new one?

rpepper9

Dude, your up shit creek. That person has no intention of sending you anything! They have lead you on with promises of refunds and shipping dates. Excuses that make you think that they may be legit, etc.

You should have filed with PayPal as soon as the second excuse rolled in, now it is too late!

*EDIT* Who brought up this post as it is over two years old?

That seller bullshitted you badly.. Being from the UK I've had no issues with the signed for service in the past. sending packages worldwide.. the UK guy should've used insurance and tracking.. if he did you'd of got a tracking number you could've checked on usps as soon as it touched down in usa..
Not all uk sellers are bad ;) this guy is pulling your chain though

Yes that's an old story.... but very sad :( i mean how low can a person be to say that he has cancer?
