Before asking I done a search here and did not see this question asked, so I hope it it's safe to ask it without ruffling feathers. People here asked for the cheesiest game NAME, but never the cheesiest (kitsch/camp) game ever. So what would you say would be the cheesiest? Outside of "Chester Cheetah: Wild Wild Quest" of course.
My vote goes to "Rhapsody: A Musical Adventure" for the PSX. The songs are the most cheesiest I've ever heard in gaming, but I love them to death. It sets my kitsch meter to overload!
Runner ups - Space Channel 5 part 1 and 2, PaRappa the Rapper, UmJammer Lammy, Idolm@ster, Bust a Moves and Bust a Grooves (I cannot remember which is which), any Taito game with a cute cartoon whatever, any game that says Puyo or Pop'N in the title, Parodius and Princess Tomato in the Salad Kingdom. I know there are more, but these I actually own.

For me, it's House of the Dead 2. It's a great light gun game,, but watch the video and you'll hear some of the cheesiest lines ever. It's all capped off by the line at 1:35 in.

Don't get me wrong, it's now one of my favorite games simply for the stunning gameplay and bosses, but Devil May Cry 3 has an unnecessarily over-the-top storyline full of nonsense, terrible cliches, and generally stupid dialogue.
But so.... much... fun....!

Irritating Stick for PS1 has the worst commentator cheese ever. It's cheesy and appropriately titled. I almost snapped my controller in half playing this game.
Some people will hate me for saying this, but most anime-themed role playing games are too over the top for me. I've stopped playing certain games before because the characters were so overly dramatic I couldn't enjoy it on any level.

Haha not just the dialogue, but the voice acting itself is cheese city. "Leon!"
How about the Castlevania: Symphony of the Night voice acting. "You steal men's souls!"
"The same could be said of ALL religions!"
I realized when I played Dracula X Chronicles for PSP that they re-recorded the voiceovers so that they wouldn't sound as cheesy. Such a bummer, because I love those cheesy lines!

Revolution X has to be in the running for cheesiest game ever, with its lame storyline of saving the world with Aerosmith's music (literally, you fire using CD's).
Wave Race 64 was a great game, but it's MIDI version of the Mary Tyler Moore theme and other ultra-cheery music made it kind of cheesy.

It Came from the Desert for the TurboGrafx CD(it's worse than other versions).

I know its an arcade game, but "Journey" is just god awful. It has to be up there. Even today, I am still amazed at how cheesy and sucky this game is.
"Steve Perry: Steve starts at the top of the screen and must make his way through a maze of moving turnstiles to his microphone at the bottom of the screen. Once he has the microphone, he uses the fire button to shoot at rows of passing turnstiles (similar to Galaga)."

Another nonsense title is Ninja Assault for PS2.
Guncon 2 is used for a ninja game starring ninjas with guns. Pretty sure they missed the point, but somehow I had fun with the game anyway.

First thoughts were of Resident Evil and Rising Zan. But since those are already said, how about something more controversial?
Despite being one of the greatest RPGs ever, Lunar 2 (particularly the remake) can be pretty dang cheesy at times, particularly the Epilogue ending and Lucia's Theme (I'd start quoting it, but I'd start to feel ashamed).

90% of whats coming out for the Wii and DS these days. I went to target and man it herts to have these systems now! Potatoe Picker 2? Dog sitting? Profesional Pedicurist? Water Carierr '09..... What the f happend to the good games. Everything good came out last year or before. This sucks!

For some reason, developers are taking the innovative controls and wasting them on games that have mundane tasks. Just because I can make the motion of mowing the lawn with the wii controller doesn't mean I want to!

Zen: Intergalactic Ninja. Like Captain Planet but with an odd-looking alien instead of a blue humanoid...wait, which is worse? It's not a bad game, but the plot is ridiculous and kinda cheesy. The whole premise of Blaster Master was quite insane, but not particularly cheesy.

i don't think anything produced in japan should count, they do not have a 'too-cool-for-school' attitude that is willing to call things in the pop-culture crap. U.S. americans have only started calling BS on what is spoon-fed to us in the last 25 years, and most of the stuff that deserves a cheese belt still (ie hannah montana) still doesn't get called for it

There is a children's learning game, somebody help me with the title.
Where you are a mouse and are a cop mouse that has to stop people from doing bad things.
At one point, you could see in the game how drugs would effect you.
Incredibly funny because it was so cheesy

Not sure which game you're referring to offhand, but your description does remind me a bit of the "classic" unlicensed anti-drug NES game Wally Bear and the NO! Gang, which would also be in the running for cheesy games.

Of course, any of the 'Make My Music Video' games for the Sega CD give Plumbers Don't Wear Ties a run for the money. I tried playing the Marky Mark one a few weeks ago, and I was cringing from embarrassment the entire time. Stupid premise, terrible acting, terrible script -- even by Sega CD standards. Oh, so cheesy. :)

I haven't been able to find many games that featured mouse cops, but I thought that would have been the most likely game. I'll list the other games I found that have mouse cops in them(I'm surprised there's more than one). It would help to know how old the game is, even an approximate age.

I'm very surprised that nobody has mentioned the CD-I Zelda series...but then again, I guess it's mainly the cutscenes that rank of cheese.

If games that are purposely cheesy are counted than Zombies Ate My Neighbors has to be up there.
If not, than I would have to say Jim Power and the Lost Dimension in 3D not really for anything particularly cheesy about the gameplay (although some of the sound effects and the appearance of your main character were ridiculous enough), but for the fact that it's the only game I can think of that actually came with a pair of 3D glasses to play the game with, which has to be the most awesomely cheesy gimmick I've seen a game come up with, especially since they barely even did anything from what I can recall.
Monster Party is an Honorable Mention for the story, some of the one-liners of the bosses, and the boss fights themselves (the 3 phase shrimp fight for starters...).

Also, 3D worldrunner for the NES and Contra for the Saturn. I didnt realize Jim Powers had a 3D option.
