As I bought all of my music games and instruments for the 360 piece at a time, I don't have the powered USB hub needed to connect my drums, xplorer and mic at the same time. Anyone have a spare, new or used working powered Rock Band USB hub they can sell me?

I do believe any usb hub will work. Doesn't need to be rock band specific, but if you're looking for the rock band one, I see them at Game Stop all the time used.

I use a standard USB multi port for my laptop and it works great.

Does it have to be powered by an external source or is there enough power in the bus to run the mic, drums and xplorer?

It should have enough power to run everything without an external power.
