Would anyone recommend getting this even though I already have it for PSX? And if so, is the special edition worth it, and for how much?

Well, word is that the Saturn one is overall better than the PSX one, but that the PSX one has graphical differences that make both worth owning. The special edition is WAY cooler cause it has a separate CD soundtrack (I think). Figure on paying $35 or so (last I checked).
Only if you really like TFV. I'm not a big fan but own both anyway. Wasted money, pretty much.
One thing you don't hear much is that the Saturn game has some annoying frame drop in a few places, like when bosses appear. It does have better gfx overall, though, as the city stage just looks like crap on the PSX since it's missing a good deal of its background scroll.

Thunderforce V is my favorite shooter of all time.
I have both the PSX and Saturn versions. My Saturn version is the Special pack, which comes with an audio CD of music from the previous TF games (comes in a different case, and I believe the game disc has a different printing on it from the stand-alone game). As for the game itself, the PSX version is missing some transparencies and animation in 1 or 2 of the backgrounds (it's usually Saturn games missing transparencies, go figure), somehow the game itself looks a little better on the Saturn, but the Saturn version does not have the CG scenes, extra art, and boss attack mode the PSX version has. Additionally, the PSX version has one more boss at the end of the game the Saturn version does not. On paper, it looks like the PSX version is better, but I prefer the Saturn one myself (it's a little prettier). Unless you're a huge fan of the game (like myself) I don't see much reason to own both versions.
