I had looked around the net for this question and figured someone here might know better.

*Spoilers*

I had done the quest that involves Roy the Ghoul moving into Tenpenny tower peacefully. Initially I killed Tenpenny, so that damn Gustavo became next in command. He absolutely won't let Ghouls in, so I had been told if he can get killed stealth-like, then Roy could move in. I grenade-pocketed him while he was sleeping and hid behind a pillar near the bunks, so after that Roy got the ok to come on in peacefully. Everyone seemed to be getting along, so I saved over my master save and continued with other quests. I come back to Tenpenny Tower later on, only to find out Roy slaughtered everyone else in the tower! Their bodies were piled up in the basement...my question is, if I would have killed Roy right when he and the ghouls moved in, would the innocents not have been murdered? He resides at the top of the tower, isolated from everyone else, so a stealth kill would have been simple. The other ghouls said he was the one who issued the order to kill everyone, so if he would be dead right when the move occurred I wondered if that would matter. Has anyone done this? Thanks in advance...

I'm 99% certain the ghouls kill everyone regardless. The reason I think this is that I did the Tenpenny Tower quest before I did the Strictly Business quest (which few people do in that order). In Strictly Business you're tasked with performing several hits on various characters spread across the map. One target is the annoying blond woman that lives in Tenpenny Tower.

When I went back to kill her, I found the ghouls had overrun the place and finished her off for me. Even after I left the place a happy, diverse community. Can't trust those ghouls I guess.

Well the ghouls won't move in peacefully without Roy, so I was curious if you kill Roy right when they get there, will they still be ordered to kill everyone? I don't see how the girl you enslave has anything to do with Roy...I cleared out her, Lydia, and the clothing shop owner before killing Gustavo. Everyone left were peaceful residents that didn't mind Ghouls...because the quest before hand had to ask residents to allow ghouls and they all agree except for the three you have to oust.

I don't see how the girl you enslave has anything to do with Roy

I mentioned it because she was the reason I returned to Tenpenny Tower (and therefore noticed the recent chaos). Nothing more.

She was annoying anyway. I don't mind the ghouls but I never liked Roy to begin with...and there are no guards now with all the humans dead and the place just feels so (excuse the usage) "dead".

i helped the ghouls get in and killemall. racist bastards.

and i got bad karma for it. the way i looked at it, i was doing something nice for the ghouls and ridding the world of a few unsavory characters. guess the game didn't think they were that unsavory.

the ghoul mask was a (very) nice bonus.

No matter what your intentions or what you expected, if the ghouls are allowed into the tower, by whatever means, they will eventually kill everyone there. There is no way around it.

I had figured that was what the answer was probably going to be. Thanks for the response. Guess what they say is true, there is no trusting them! I am going to kill all the ghouls minus the shopkeepers, then... :)
