Rage of the Dragons -- Neo Geo

Does anyone know, without speculation, exactly who published and developed Rage of the Dragons for the Neo Geo?

There apparently were multiple developers, and every source I've consulted has conflicting information regarding the publisher and/or developer. The title/intro screens (and the materials with the game) don't make it clear who did what.

This interview (http://doubledragon.classicgaming.gamespy.com/interviews/evoga-rotd.html) with Evoga makes it clear who on the development teams came from what company. Development was split between Evoga and Noise Factory, with Noise Factory doing most of the technical work. The Evoga rep doesn't mention anyone at Playmore being involved with development, which makes sense - I think it's always been pretty clear that they only handled publishing, not any development work.

If you compare to the credits at Arcade History (http://www.arcade-history.com/?n=rage-of-the-dragons&page=detail&id=2161), that matches up with the backgrounds of each of the people there if you cross-reference them with other games they worked on.
